PCI is shorthand for the Payment Card Industry Security Standards Council, the body founded by the major card brands that publishes PCI DSS along with related standards for PIN transaction security, software security, and point-to-point encryption. It also runs the assessor programs that produce QSAs and ASVs. Any organization that stores, processes, or transmits cardholder data falls in scope through its acquirer contract rather than through law.
