NERC is the nonprofit regulatory authority that sets and enforces reliability standards for the bulk power system across the United States, Canada, and part of Mexico, under oversight from FERC. Its Critical Infrastructure Protection standards are the cybersecurity subset, and violations carry financial penalties that can reach a million dollars per day. Utilities and grid operators are the regulated entities.
